Some good questions there, which I'd like to know the answers to as well. Despite playing all the versions of Civ over the years and 4 since release, I still pretty much suck once I get up to Noble level.

I'm a Civ oldtimer too, going back to the original game, and I never bother
to play above Monarch level. I prefer Noble. It's not only that I have a
very hard time winning on the higher levels, but I don't enjoy a game level
where the AI cheats by helping the other civs in all kinds of ways. I
suppose Monarch can be defended on the grounds that the human player is
smarter than the AI (though in Civ IV, the AI civs are *very* smart), so
giving them a little extra help might be justified; but on the levels above
Monarch, success depends on doing diagrams and spreadsheets (and having lots
of luck); it is no longer a matter of playing a game. Of course, if people
enjoy doing that, good for them, but it doesn't appeal to me.
