How do I access the "Free Roam" mode in NFS MW??

Only possible in career mode, just exit your garage.

can't remember whether it's 3 or 4. After you won them, you could roam.

Hello:
I think that after the 3 race, but I also lost this race and I lost my BMW.
Could somebody gain that third race?
I tried several times but when I am for win, the woman calls saying that I
have to leave the race because my car had a problem with the oil in the
start.

when she says to "leave the race" .. just keep going .. your car dies.
... and then you get busted (this is part of the game) .. then she (Mia)
picks you up from jail and in essence gives you a new car.

The game is fixed here. You are supposed to lose the BMW, the goal of the
game is to then go through all the blacklist members, from #15, to #1, in
order to get the BMW back.
In that initial race with Razor, the BMW has been sabotaged, and stops
running as you approach the dock area. You lose the BMW, the cops pick
you up, then release you, and Mia takes you to the car shop where you
buy your first car. You then go to the initial safehouse where you can
store any cars you win or buy.
Before racing each blacklist member, you need to do a certain number
of events. If you want to get the pink slip from each blacklist member,
the save your game before the races with the blacklist member, so if
you don't get the pink slip you can restore the savegame and re-run
the race.
It's been mentioned that in order to get the pink slips, you should
choose them in this order, left, middle, right, middle, left, left,
middle, right, middle, left, left, ... but I haven't confirmed this.
