3wave ctfs odd behaviour

Default 3wave ctfs odd behaviour

I'm seeing something very strange on a certain threewave ctfs server.
Ordinarily, when someone on your team picks up the enemy flag, you hear
"your team has the enemy flag." On this server, that sound does not
play. If you pick up the flag, you hear the tone indicating you've
done damage to the enemy. Otherwise, you hear nothing. When the enemy
picks up your flag, no sound is played either.

I have the rcon on this server but I can't rdesktop into it or anything
like that. The admin has tried rebooting it and (if I understood him
correctly) he has reinstalled threewave.

Is there some odd setting that I might be able to fix with the rcon
password? Has anyone ever seen anything like this before?
