I would suspect any place that takes checks or money orders would do this.
www.ncsx.com delivers anywhere in the world; I'm pretty sure they take
mail-in payments, but you'd be dealing with the cost of them importing
ot the US and then shipping out again (their prices are approximately
retail in Japan tho, so it should be the shipping that would be the big
price difference; if this is a single instance where you need to send a
gift, the cost shouldn't be that big a deal).
On the off chance you're trying to get a game to a member of the
military at an APO address, anyone that ships using USPS should be able
to do that from within the US at about normal US shipping cost.
